Lukashenko okays digital development decree draft with one proviso

Belarus President Aleksandr Lukashenko has approved of proposals concerning the draft presidential decree on a government agency in charge of digital development and informatization except for one provision. Chairman of the Presidium of the National Academy of Sciences of Belarus Vladimir Gusakov made the statement after a meeting hosted by the head of state on 4 April, BelTA has learned.

Vladimir Gusakov remarked that the Communications and Informatization Ministry intends to build a power vertical in the sphere of information technologies. Belarusian Communications and Informatization Minister Konstantin Shulgan had previously shared plans concerning the establishment of a state system for the administration of digital projects.

Vladimir Gusakov said: “As for the name of the agency, I reported and the head of state backed it up that there is no need to rename the Communications and Informatization Ministry into the Digital Development and Communications Ministry because in our opinion functions in informatization are not limited to digital development. And digital development is a structural component of informatization. Even if these functions are narrowed down now, the ministry will have to expand them on its own with time. The rest of the draft decree was approved. In other words, it will be necessary to build an entire power vertical in this most complicated sphere.”

According to Vladimir Gusakov, forthcoming changes in this sphere were discussed in detail during the meeting hosted by Belarus President Aleksandr Lukashenko. “Although Belarus develops quite well in this direction, although Belarus is one of the world's top 30 in terms of information technologies, we must not fall behind now. This is why on the whole, the draft decree was approved of, which is very important. And the functions, which were suggested, were approved of. And the idea to build a power vertical was approved of. Every ministry and government agency will have to set up the relevant division. And now the Communications and Informatization Ministry has been instructed to build this system together with other parties,” he stated.
